About the Office of Institutional Analysis

Who we are

Established in 1969, the Office of Institutional Analysis (OIA) supports the strategic use of institutional information and decision support at University of 91探花 by providing analytical resources, institutional research, and guidance for informed decision-making, institutional assessment, policy formulation, and strategic planning. As part of our mandate to develop a data-informed university, the OIA collaborates and liaises with both internal and external stakeholders to build analytical capacity, data literacy and data governance at the institutional level.

Mission

The Office of Institutional Analysis (OIA) facilitates data-informed decision-making by providing institutional data & research, analysis, and guidance to support U91探花鈥檚 mission, strategic planning, statutory and regulatory obligations, and the improvement of programs and services.  

Core Services

OIA's core services include conducting qualitative and quantitative analysis, research and reporting to guide policy, support strategic decision making, planning, and assessment at the University. We collect, analyze, and interpret university data for the purposes of assessing institutional outcomes, measuring institutional performance and comparative analysis, and report to campus constituencies and external agencies. 


Rankings

OIA works with national and international ranking agencies to collect, synthesize and submit university data for the purposes of ranking and peer comparison. We also analyze and report the outcomes of the rankings to support understanding and planning.

Fact Book

The Fact Book provides statistical information about the institution. The primary purpose of the Fact Book is to provide planners and decision-makers with the information they need to assess and improve the programs and services provided to our community.

Survey Services

OIA is the business owner for the U91探花 Qualtrics site license, and the main point of contact for the design, administration, analysis and reporting of major institutional surveys conducted at the University of 91探花. We offer a wide-ranging number of survey training and survey support services for support staff, and a limited number of Qualtrics support services to academic staff and students.

Quality Assurance

The Quality Assurance (QA) program at the University of 91探花 includes Academic Unit Reviews, Curriculum Reviews, external accreditation, and department reviews. OIA collaborates with faculties, departments, and units to facilitate their QA process through information gathering and reporting.

Institutional and Strategic Metrics

OIA facilitates the development, tracking, and maintenance of institutional and strategic metrics for the Academic and Research Plans, the Comprehensive Institutional Plan (CIP), Community Report and other Institutional strategies. We collaborate with data trustees, stewards, and other units to collect, manage and report the data needed for the metrics.

U91探花 Course Experience Survey (UCES)

The U91探花 Course Experience Survey collects student feedback on credit courses. These surveys occur throughout the academic year for each term, in order to provide anonymous feedback to the university about student learning and course delivery and design. The OIA provides technical support for the UCES program through Explorance Blue software and works with several dozen administrative contacts throughout U91探花. This program administration helps with the creation, design, distribution and reporting stages.鈥

Data Governance

In collaboration with business units across the institution, OIA supports the university鈥檚 data governance initiative with the aim of supporting the usage of strategic data assets with confidence.  Data Governance is an enablement framework for the specification of decision rights and accountability to encourage desirable behavior in the valuation, creation, storage, use, archiving and deletion of data.

U15 Data Exchange

The U15 Data Exchange group (U15DE) helps develop and enhance the distinctive mission of the U15 and its advocacy objectives, through the formal and informal exchange of data sets and information. OIA represents the University of 91探花 at the U15 Data Exchange and submits data to U15DE for benchmarking projects.

Adnan is responsible for providing leadership, direction and management of the daily operation to the OIA office. He is also responsible for assisting with the effective administration of the university through technical representation on various groups and committees to ensure informed decision-making at all levels in the organization.


Christepher Claxton

Chris Claxton is an Institutional Research Data Scientist in the Office of Institutional Analysis at the University of 91探花. His work focuses on transforming complex institutional data into clear, actionable insights through data modelling, automation, and interactive reporting. He supports projects related to program costing, rankings analysis, research impact assessment, and strategic decision-making. Chris brings experience in Python, SQL, Power BI, and data visualization, with a strong interest in building tools that make institutional data more accessible and useful.

Gity semnani

Gity serves as the OIA Office Coordinator, a role that encompasses administrative oversight, as well as the maintenance of the OIA website and SharePoint platform. She is also responsible for facilitating communication and coordination among OIA team members. In addition, Gity oversees the planning and organization of events and manages both internal and external meetings.

German Rodriguez, PhD

German transform complex data, especially survey and student data, into actionable insights that inform decision-making in institutional research and student success. He specialize in moving from data to insight through analysis, visualization, and storytelling. With experience in quantitative and qualitative methods, also explore how AI enhances data interpretation and impact. German use SQL, SPSS, Python, R, Tableau, and Power BI to identify trends, improve processes, and strengthen outcomes related to student success.

Within OIA, Jean鈥檚 roles include training service lead, qualitative data analysis, bibliometric reporting, USRI course evaluation support, and U91探花 Qualtrics survey tool brand administrator support.

Phil Johnston

Phil primarily coordinates the USRI program through which students give valuable feedback about their courses including teaching. Phil has secondary responsibilities of data analysis and support of the university's Qualtrics survey software.

Philip is the Institutional Data Governance Analyst. He works on creating the content, processes, tools, and templates to support and mature the data governance practice at the University. He also maintains the IDG Central Repository which contains resources for the university community to discover, learn, and trust their data.

Pinkal Shah, PhD

Pinkal specializes in designing survey tools, managing survey administration processes, and performing in-depth analysis of key institutional surveys such as NSSE and CGPSS. He also contributes to university initiatives by providing data-driven insights for strategic planning, including developing reports and dashboards that give leadership clear, actionable information.

Recas is the key contact for the U15 TTC, CSRDE, GSFS, and Dcar submissions. Other duties include coordinating the back-end infrastructures and services that provide information for OIA reporting.

Shikha Nayyar

Shikha is a Project Manager and Senior Institutional Analyst in the Office of Institutional Analysis, supporting institutional strategy through project management and analytical leadership across complex initiatives from concept through delivery. She brings over 14 years of experience across higher education and industry, with a background in institutional analysis and strategic planning. She partners with senior leaders and cross functional teams to advance priorities, support cohesive planning, and guide progress on multiyear initiatives, contributing to evidence鈥慴ased decision鈥憁aking and sustained institutional impact.

Sakib Rahman, PhD

Sakib Rahman is a Senior Analyst, specializing in program costing, tuition revenue modeling, and UCASS data analysis. He holds a PhD in Economics and has expertise in econometric analysis, economic modeling, and translating complex data into actionable insights to support strategic planning, resource allocation, and academic excellence. Outside of work, he is an avid outdoor enthusiast.

Phuong Thao Nguyen

Junior Data Scientist

Thao is a Junior Data Scientist in the Office of Institutional Analysis. She supports the university鈥檚 data systems by building and maintaining data pipelines, improving data quality, and helping ensure that information is reliable for reporting and decision-making. Her work includes developing dashboards for institutional surveys, supporting SQL Server and SSIS-based data processes, and contributing to the modernization of OIA鈥檚 data infrastructure. She also applies AI-assisted qualitative analysis to help interpret written feedback and turn complex information into useful insights.
